Mr. Biddick is the former Deputy Assistant Secretary of the Navy for Reserve Affairs. From 2007 to 2018, he was a member of the Senior Executive Service and had seven years of federal civilian service.

In addition to his strategic, manpower, and resource planning expertise, he has nonprofit board experience. As a Deputy Assistant Secretary of the Navy, Dennis is very familiar with the Young Marines program and is a welcomed addition to our Advisory Council.”

In September 2003, Biddick retired from a 27-plus-year Navy career. He retired as a Captain of the Civil Engineer Corps. His last assignment on active duty was as the Commanding Officer of the Navy Public Works Center, Washington D.C. as well as the Regional Engineer for Naval District, Washington.

He currently serves on the board of the Seabee Memorial Scholarship Association.

In addition, he provides senior level oversight and guidance on manpower and personnel issues that impact the balance of the Total Force – military, civilians, and contractors. His previous Senior Executive Service (SES) assignment was as the Deputy Assistant Secretary of Navy (Infrastructure Strategy & Analysis) charged with providing leadership and guidance for overall basing and infrastructure requirements and the competitive sourcing program for the department.

Prior to his SES assignments, Biddick spent just over a year with Fluor Corporation as an operations/program manager for their government group. Fluor is one of the largest engineering, procurement, construction, and maintenance contractors in the country. From December 2003 to December 2005, he was the Chief of Staff for the Infrastructure Analysis Team for Base Realignment and Closure (BRAC) 2005.

Biddick earned a bachelor’s degree in civil engineering from Villanova University, Pennsylvania, and a master’s in civil engineering from Penn State University. He is a Certified Acquisition Professional and is a Registered Professional Engineer in the state.

His other assignments during his military career include: tours in Washington D.C. at headquarters, Naval Facilities Engineering Command and four years working BRAC in the mid-1990’s as an analyst and implementer; Executive Officer for the Naval Construction Battalion Center, Port Hueneme, California heading the efforts to regionalize that installation with Naval Air Station, Pt Mugu to eventually form Naval Base Ventura County; Resident Officer in Charge of Construction for the Navy’s newest homeport, Naval Station, Everett, Washington; Acquisition Head for Navy Public Works Center, San Diego, California; Contracts Instructor, and Civil Engineer Corps.
